Update __init_ips() and README

I added a new method of getting the IPs via the filesystem. I also updated the README and added a Wiki to help it fit with the other libraries. I didn't update the "library" page or main Wiki page to include it just yet, as I thought you may want to wait until it's official. However, if really wanted, it's clickable on the right-hand side.
