New function: is_ip_local()

Function is_ip_local() was added and as a dependency of this function, so was __expand_ipv6(). I haven't update the wiki yet since I'm unsure if you are iffy on the naming convention or want things removed/moved around. I'll talk to you tomorrow about test cases and how we're doing them, plus I need to pull from master since my test stuff is outdated.
